SUMMARY
New shortcut schemes are blank but default mappings are a good starting point. Clicking Default does not apply default key mappings to the new scheme.

STEPS TO REPRODUCE
1. New Scheme
2. Click Defaults


OBSERVED RESULT
No default mapping occurs.

EXPECTED RESULT
Default mapping for new scheme.

Windows 10
Lubuntu : 18.04

You can export the default schema and import it into your new schema. This is the process intended by the KF5 developers.

The default button only resets changes in the current scheme. Everything else about import and export. I close the bug.
