SUMMARY
After running apt update all desktop effects are no longer working.

STEPS TO REPRODUCE
1. Update to latest 
2. Login and observe UI, draw windows etc
3. 

OBSERVED RESULT
Cover switch, flip switch no longer working. Windows are slowly updated and much more

EXPECTED RESULT
Should work fast and smooth as before update

KDE neon Developer Edition

Problem fixed by running Windows key -> Compositor -> Re-enable....
So issue fixed, but it could have been so nice with a more visible notification about effects being disabled possibly because of driver error and that one could try to reenable... here.

So this turned into a feature request from a bug. Thanks for the help :-)
