SUMMARY
There are 3 NTFS partitions located in Devices panel. When click on it for the first time each mount properly, but on unmount and mount again, partition folder doesn't open.

STEPS TO REPRODUCE
1. Open Dolphin. Partition icon is orange.
2. Click on NTFS partition icon on Devices panel - it opens (mount) partition. Partition icon turns green.
3. Right click, unmount - it unmounts fine. Partition icon turns orange.
4.Click on NTFS partition again - it fails to open partition. Partition icon is orange. However, it can be navigated in /media/user/ folder. The same partition can be unmounted with right click on icon - unmount ( but lets not do that ).
5. Close Dolphin. Open Dolphin again.
6. The partition icon is green (properly) and the partition icon can be opened.

Since updating to Kubuntu 19.04 the issue is gone.
KDE Plasma Version: 5.15.4
KDE Frameworks Version: 5.56.0
Qt Version: 5.12.2

This bug is obsolete now.
