kde-frameworks-5 is long outdated and no longer used. This error seems more Neon related though. Do you still have this neon-update-kf5-snap.service @jriddell or @sitter ?
No I don't have that and I forget what it was but it'll be obsolete. Run `systemctl disable neon-update-kf5-snap` to kill it
