STEPS TO REPRODUCE
1. open system settings > display and monitor > scale display and set display scaling factor to 1.2
2. restart plasma
3. observe the buttons of these KCMs: Cursor, Plasma Theme, Icons, Look and Feel,
and Splash Screen. 

OBSERVED RESULT
As we can see in my screenshots, the fonts of the labels of some buttons positioned below the themes available ("Install from File...", "Get new..." and "Configure icon sizes") are badly rendered. This only occurs when fractional display scaling is used.

EXPECTED RESULT
all fonts are rendered correctly.

Cannot reproduce with the same software versions on my main system or with master. What's your screen resolution?

Does this happen when using Sidebar view in SystemSettings, rather than Icons View?

Both icon and sidebar views are affected.
My screenshots show Roboto fonts, but the problem also occurs when I use default font settings with Noto Sans fonts.

The problem was I was using Lato with my main system and Ubuntu in KDE Neon. With Roboto and Noto Sans I can reproduce this.

"Desktop effects" kcm issue looks fixed.
All other issues persist.

Does this also happen for you when you're using Sidebar view, or only in Icon view?

Confirmed. Seems to only affect pushbuttons with icons and text in the footer of a GridViewKCM.
