libkdevplatform53-libs depends on unavailable libkasten3okteta1controllers1abi1.
I guess the okteta version increased. This might be fixed in Dev unstable already.

STEPS TO REPRODUCE
1. Use KDE Neon Developer Stable
2. sudo apt install kdevelop

OBSERVED RESULT

> The following packages have unmet dependencies:
>  kdevelop : Depends: kdevplatform53-libs but it is not going to be installed
> E: Unable to correct problems, you have held broken packages.

A bit more precise:

> #sudo apt install kdevplatform53-libs
> The following packages have unmet dependencies:
>  kdevplatform53-libs : Depends: libkasten3okteta1controllers1abi1 but it is not installable

THanks for the notice, it needed a recompile after the okteta library changes, now done and it now installs and runs.

Please reopen if it has not been fixed in the meantime.
