STEPS TO REPRODUCE
1. Set 1.2 as display scaling factor in system settings > display and monitor and restart plasma
2. search for "user manager" in the apps launcher and open it
3. click your current avatar, select "Choose from gallery..." or "Load from file..."
and choose some file from your file system

OBSERVED RESULT
gallery shows fuzzy avatars, preview of the file that you chose from your file system also looks fuzzy. See the screenshots. 

EXPECTED RESULT
avatars look crisp

The avatars from the gallery look crisp on Plasma 5.17 beta. :)
But the issues shown in the screenshots from comment 1 and comment 2 persist.

This is fixed in the Plasma 5.20 rewrite.
