SUMMARY
PC needs to be unlocked in order to be manually put it to sleep, or shutdown/restart.  At least let us put it to sleep from the lock screen.

STEPS TO REPRODUCE
1. Lock the screen
2. Press the power button (or the button used to put the PC to sleep)

OBSERVED RESULT
No reaction

EXPECTED RESULT
PC to go to sleep or ask whether to put it to sleep, or a on option to shutdown, sleep or restart
