This is a very specialized requirement and it is probably better to use the command line for that. You always need at least a certify signature key to create the keybinding signatures. I'll treat it as a bug because the user interface should not offer something that will result in a general error.
If you uncheck the box (+ RSA), the Key for encryption only (no signature is required) is created successfully.
