Time below the analog clock is 10:42:32pm.
Digital clock shows 22:46.

Something maybe related: I get an error message after uncheck "Set date and time automatically" and click "Apply" button in "Date & Time" kcm.

Did you by any chance override the digital clock to always show 24-hour time? Right-click on it, click "Configure Digital Clock and see if "use 24-hour clock" is checked. Does it get fixed if you toggle that on and off again?

"Use 24-hour clock" was already checked.
Uncheck and check it again does no difference.

Well, that's why then. :) You've set the digital clock to always use 24-hour time, overriding the 12-hour time specified in the system locale.
