I can't reproduce it :( Does the country also change in Google Contacts web interface?
in google contacts there is "France" perhaps you must try to modify other data in kaddressbook
i found a new way to switch from "France" to "FR" in google contacts modify something sync in kaddressbook you read now "FR"

i can reproduce everytime the problem. go to https://contacts.google.com/ change anything in a card then "France" becomes "FR"

I encounter again this problem with some addresses: "FR" instead of "France", not by changing anything in a contact but when the address book in kaddressbook was filling from google contacts at the first sync.
