STEPS TO REPRODUCE
1. start Wayland session
2. click the button aside the digital clock to open panel settings
3. click "More settings..." button
4. switch panel visibility from "Always visible" to "Auto hide" or vice-versa

OBSERVED RESULT
"More settings..." popup changes its position on the screen, see the screenshot.

EXPECTED RESULT
position of "More settings..." popup remains the same

On Plasma 5.19 "More settings..." button was renamed to "More options...".

Currently "More options..." menu only changes its position vertically.

"More options..." popup is still changing its vertical position on neon unstable
at least.

Retested again, it still works for me. Can you confirm if it's still an issue? Maybe provide a screencast?

Fixed on neon unstable.  :)
