Not sure if the problem is with KDE, mesa, or something else, but I have a problem with the screen flickering while a printer is connected which does not happen in MS windows or without X launched.

Steps to reproduce:
* Connect VGA screen to laptop
* Install printer drivers (printer is brother DC1610W)
* Connect printer through USB drive

Expected behavior: Nothing special should happen.

Actual behavior: Screen flickers as long as printer is connected.

Setup: Intel integrated graphics card, kernel 4.18.0-1, plasma 5.13.5, mesa 18.1.7.

This sounds like a problem with the cables. Consider not using vga cable.
