i guess it's some kind of file with shortcuts

SUMMARY

After Settings < Global Shortcuts < Latte < Actiity (number) is set to default meta + number, it doesn't work on my Ubuntu 19.04 system
STEPS TO REPRODUCE
1. Set the global shortcuts (overriding plasma activities that are by default on meta + number)
2. Press meta + number

OBSERVED RESULT

When editing text file, number is written to file.

EXPECTED RESULT

App with said number is opening ?

based on your shortcuts file you have not enabled shortcuts for 1..10

you must do the following e.g. for [1] :

1. Plasma systemsettings, Shortcuts, Global Shortcuts, Latte Dock
2. Click on Activate Entry 1
3. Select, Default: Meta+1
4. Click Apply it should ask you if you want to reassign that shortcut to Latte, click yes

you need to do [2]-[4] for remaining 2..10 shortcuts

I'll post both screen and file later today, but I did it. Probably the file is from later time when I indeed unchecked it but the behavior was present even after I did as you written.

Btw other shortcuts works, i can meta + `, meta +e, it's just meta + number which don't work

1. Have you installed any other applications to handle your shortcuts?
2. Send please again the screenshot from plasma systemsettings but showing fully the "Activate Entry" records with the enabled shortcuts

1. As far as i'm aware, no i didn't installed anything to handle my shortcuts. Resetting to default just make my meta not launch lanucher.
2. Already here.

explain me please what do you mean with this? what you mean by resetting to default?

In settings < global shortcuts there is button called default that reset to default all shortcuts.

Lets try the following:

1. Close Latte
2. Go to Global Shortcuts and remove the entire "Latte Dock" shortcuts group
3. relaunch Latte
4. Go again to Global Shortcuts->Latte Dock and enable the needed shortcuts

did it improve anything?

trying, but it told me it's in use still (killed latte, 3x http.so , one other latte process) so i can't remove it. 

But, after the reboot and some other magic, it's now fixed. Thanks for help!
