SUMMARY
after update my l2tp/ipsec vpn doesnt work any more, tested on 2 systems
i also have a fortigate vpn and it works

STEPS TO REPRODUCE
1. update to last release kde neon 5.15

OBSERVED RESULT
it doesnt connect

EXPECTED RESULT
connect as before update

We didn't touch l2tp plugin for a while so it probably means that a NetworkManager update broke it for you, which seems to be obvious also from your NM log. Report this issue please to NM L2TP plugin instead.
