SUMMARY I don't know if you remember or had even used Unity but its launcher (vertical panel holding icons) when it ran out of vertical space it would stack the last few icons and would return them to normal when you'd mouse over. What do you think? Now what is supposed to be happening when you have more icons in the plasmoid? Because I'm not getting it if something is supposed to be happening. Currently there is in Tweaks, Decrease items size when needed personally I dont have any motivation for the feature but I will leave it open for one two months in case someone wants to implement something
I hate the stacked effect too. But how about making Latte Plasmoid scrollable when there is not enough space for it. Similar to applet-window-appmenu.

I find it too hard to implement and at the same time to not break other things such as parabolic effect, various calculations here and there etc. in any case personally I dont have any interest providing something different for this. Of course Latte is open for reviews and testing new solutions/
