I press it just before I drop it (and keep it pressed after the mouse button has been released)

Thanks for pointing out the duplicate. I could confirm that if I drag and drop files between two instances of Dolphin, the behaviour is exactly as described in bug 388259. However, my usecase was that I was dragging pictures from digikam 5.9.0 into a Dolphin instance, and then the workaround to move the cursor after pressing the modifier key doesn't help. You'll always get a copy.
I don't think this is a duplicate of bug 388259. This one has nothing to do with mouse movement at at all.
I can confirm. Ctrl+shift and shift do not work when I drag files from digikam 6 to dolphin 18.12.2. The file is always copied.
