SUMMARY

The problem and the solution are given in the following bug report

I have tested the solution given in the bug report and it works.

To resolve this condition in kde neon, the packages sound-theme-freedesktop and 
libcanberra-pulse if not a dependency of plasma-pa has to be made a dependency for it.
