SUMMARY
When any app (eg.: Kate, Firefox) is maximized, clicking on a minimized - IntelliJ Idea / Pycharm / Android Studio / any Idea based app - instance in the panel, doesn't bring its window to the foreground 


STEPS TO REPRODUCE
1. Download and install IntelliJ Idea https://www.jetbrains.com/idea/download/download-thanks.html?platform=linux&code=IIC
2. Go through the configuration wizard, until you get a window resembling the one in the attachment
3. Minimize the window
4. Open any maximizable app (eg.: Kwrite) and make sure it's in the foreground and that it's maximized
5. Try to click on the IntelliJ Idea panel entry

OBSERVED RESULT
The IntelliJ Idea window is not brought to the foreground


EXPECTED RESULT
The IntelliJ Idea window should be brought to the foreground / be the focused window

Note: this bug seems to happen occur when the IntelliJ Idea based software's welcome screen is open. If a project is loaded, and the actual IDE window is open (but minimized), the bug does not occur.

I see this issue very frequently with Android Studio. The launch screen of Android Studio is open but clicking the application in the task bar doesn't bring the window to the foreground.
Hovering on the task manager entry and clicking on the window preview (while the window is supposedly in the foreground) seems to be the only reliable way of getting the window visible.
When the window is in the background the window preview is just the Android Studio logo, after clicking it while it's in the background it changes to a preview of the actual window and clicking the preview again brings the window to the foreground.

I can also confirm this. And also found a workaround, when you open Intellij click Show Desktop twice and it will come to the foreground.
