SUMMARY
Pop ups for volume and brightness change are not smooth

When I move my cursor pop ups fade out smoothly but when I don't, they lag.

STEPS TO REPRODUCE
1. Change volume or brightness

OBSERVED RESULT
Laggy and low animation framerate when cursor is still.

EXPECTED RESULT
Smooth transitions

It seems like plasmashell tries to animate popups on its own (at least on X11).

Our fading popups effect is triggered after a popup is fully transparent.
