SUMMARY

I created LiveDVD image based on openSUSE Leap 15.0 with openSUSE KIWI. In Dolphin, "Devices" section is missing in "Places" panel.

OBSERVED RESULT
Dolphin has Devices section in Places panel, here I see DVD disk (LiveDVD) from which I started operating system.

EXPECTED RESULT
Dolphin always show Devices section in Places panel

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: openSUSE Leap 15.0
(available in About System)
KDE Plasma Version: 5.12.6
KDE Frameworks Version: 5.45.0
Qt Version: Qt 5.9.4

ADDITIONAL INFORMATION
If I start Dolphin via Konsole, I see:

Indeed, /etc/fstab is missing, but even if I create it as empty file, Dolphin still doesn't show Devices section.

Note: /etc/fstab seems not to be necessary in other system, generated with KIWI: https://download.opensuse.org/tumbleweed/iso/openSUSE-Tumbleweed-KDE-Live-i686-Snapshot20190126-Media.iso
I can not reproduce openSUSE Tumbleweed anyway.

Fixed by installing udisks2 in openSUSE Leap 15.0
