When I click on the Install button in GHNS dialog for the Papirus icon theme, I get a drop down with several files listed. Selecting the "papirus-icon-theme-20190203.tar.gz" item worked fine, and installed theme shows up in the icon theme selector. Also uninstalling it worked fine.

Tested with current master versions of Plasma and Frameworks.

Please test it with a newer version; Plasma 5.8 is outdated. Current LTS is 5.12, but we also released versions 5.13, 5.14, and 5.15.
