Cursor over a window

SUMMARY
I am using my laptop with a 1920x1080 screen. Then I attach another screen with a VGA/HDMI adapter which has a resolution of 1680x1050 and I extend my laptop screen with it. The laptop screen stays the primary screen.
After the attachment, my mouse cursor gets bigger on the primary laptop screen if it is inside windows like the browser etc. but has the correct size if it is on the deskop of plasma.

I am using the latest KDE version provided by Fedora 29.

Are you using the "Resolution Independent" setting in System Settings > Workspace Theme > Cursor Theme?
