Plasma panel is almost empty.

SUMMARY
Almost empty plasma panel appears after system start-up and login to profile. This error is exceptional. But it has been happening for several years.

STEPS TO REPRODUCE
1. Press the notebook power button and system start-up.
2. Login to profile.

OBSERVED RESULT
I see a panel with only one icon. The icon is set for the application menu launcher. Now, however, the icon opens a logout dialog. Besides the icon on the panel there is nothing at all.

EXPECTED RESULT
I expect a custom panel with all the icons.

SOFTWARE/OS VERSIONS
Linux/KDE Plasma:
(available in About System)
KDE Plasma Version: 5.8.6
KDE Frameworks Version: 5.28.0
Qt Version: 5.7.1

Are you still seeing this after upgrading to the latest version of Debian?
