STEPS TO REPRODUCE
1. open keyboard kcm, select "Leave unchanged" under "Numlock on plasma startup"
2. apply the setting and restart your computer
3. (login screen - I use SDDM - shows up and numlock is on) start Wayland session

OBSERVED RESULT
numlock is off after login

EXPECTED RESULT
numlock situation after login is the same as when login screen shows up after boot.

ADDITIONAL INFORMATION
"Leave unchanged" works as expected when X11 session is started.

KWin does not do any changes to numlock state if this config is set. We cannot know what's the state in sddm, that is running on X in a different vt.
