I can't reproduce this. It's working fine for me on git master.
Works for me too on git master. A little voice in the back of my head is telling me that David or Vlad fixed this recently, though I can't find the commit responsible.
I can reproduce on neon dev unstable using my main user account However I can't reproduce using a new user account created for test purposes.
Would you mind uploading your $HOME/.config/plasma-org.kde.plasma.desktop-appletsrc? Take care to remove any private data.

Very weird. The rc file doesn't even show the option as enabled.
Created attachment 117742 [details] plasma-org.kde.plasma.desktop-appletsrc file while the option is checked Sorry, my mistake.
This problem persists in plasma 5.15.2. :(
Unfortunately I still haven't been able to reproduce it on any of my systems.
Now I'm using another user account on my system and I can't reproduce this bug anymore.
