The whole screen? 
Does it happen if you turn off the plasma tooltips?
Can you narrow it down to any specific kwin effect?

TBH it doesn't happen after reboot, altough I am trying really hard to trigger it again. Anyway it wasn't the whole screen just parts (squares) of FF nightly on Xwayland.

I wouldn't actually mind this bug being labeled as 'NEEDINFO', (I was thinking about closing it anyway) because: 1. this issue is rare and 2. it should have a better description, but I can't make a better one beacause number 1.
