I use Firefox with GTK_USE_PORTAL=1 argument to use KDE file save dialogs instead of GTK - all works well, instead of KDE file save dialog in Firefox don't remember last used folder, so every time shows my home folder.

Is this KDE issue or Firefox? Does any fix or workaround for this problem exists?

What is your xdg-desktop-portal-kde version? There was a bug that xdp-kde doesn't open folder specified by Firefox, which has been fixed in version 5.14.5. It's also possible that ths is a bug in Firefox, because when you specify it should use portals, then Firefox assumes it is running in sandbox and might behave differently in storing/retrieving users configuration.

xdg-desktop-portal-kde is 5.14.5-0ubuntu1~ubuntu18.10~ppa1, Firefox is running natively via system (Ubuntu) package.
When I try to open file - it show last used folder correctly, but if I try to save - I always see my home folder instead of last usage folder.
So seems the problem is only with Save dialog.

Also, after I try to open Save dialog, it also reset last used folder in Open dialog too.

This is working for me in Plasma 5.24, with Firefox using portals.
