I cannot reproduce this issue with Dolphin 18.12.1 & KDE Frameworks 5.54. Your software/OS versions seem a bit weird... Kubuntu 18.04 should have Qt 5 & KDE 5, but your information mentions KDE 4. Can you confirm that you are using KDE 5 and a recent version of Dolphin?

Thanks for the screenshot, seems like your software is reasonably up-to-date. I performed the following steps to try and replicate your issue: 
1. Right-click a .zip file in my Downloads folder
2. Start Ark (the archive extractor)
3. Extract the archive into the Downloads folder
4. When switching back to Dolphin, the new folder is instantly displayed

This does also happen when extracting the archive via right-click -> extract -> "Extract here" and when doing the reverse (so compressing a folder).

Do you do anything else that might be important to trigger this issue?

Also, you might want to consider an update to Kubuntu 18.10 (maybe even add the "backports" PPA from there if you are comfortable with PPA's). The software you are using is more than a year old and we made many improvements to Dolphin since then.

Last thing: you should try deepl.com for translations, the results have been much better than with Google Translate in my experience. Have a nice day!
