Example of described behaviour. My screen is smaller than resulted window o right side, that is why is it missing some part on the top.

SUMMARY
Hello, when i access touchpad settings in "systemsettings5" some context is not shown and there is not scrollbar. In my case hidden part is half of the "Scrolling" options.

STEPS TO REPRODUCE
1. Start systemssettings
2. Go to "Pointing Devices" and select some device
3. If needs to be done than resize the window so it is smaller than context
4. Observe the results

OBSERVED RESULT
The part of Scrolling settings is missing with no scrollbar, when the window is forcefully resized to bigger size the settings will be shown

EXPECTED RESULT
When the context is bigger and can`t be fully shown show scrollbar

The pointingdevices KCM is not actually a part of KDE, not shipped in Plasma, and not supported. You should report this to the developer: https://github.com/amezin/pointing-devices-kcm/issues
