Screenshot of US layout appearing even if there is no US layout in layout setting.

As you can see in the screenshot. US keyboard layout appear out of no where even the keyboard layout setting have no US layout.

In this state, I cannot change the layout with shortcut. It seems to be lock to US layout.

I can remove US layout by simply clicking on UK or Thai layout.

When I click on other layout, the other layout replace the US layout, and become normal again.

This repeat after reboot.

I use Latte-dock btw.

I delete .config file and it fixed, no clue why.

This time deleting .config does not solve the issue as the problem would appear shortly after.

I have found that by default IBus overrides Xmodmap. Changing IBus settings to use system keyboard layout solved the issue.
