On Manjaro (and presumably Arch itself), the name of the Perl SSL package to install is perl-io-socket-ssl. kdesrc-build attempts to install a different Perl SSL package during its initial setup, resulting in errors when trying to build anything. Manually installing perl-io-socket-ssl fixes the issue.
