Tooltip takes background color in gtk apps

I think it's related to that, but the tooltip in GIMP are non readable because they are the same color, I don't erally know where that comes from, I think Breeze and GTK theme but not sure...

It is related to the gtk theme, because when I change it to oxygen-gtk there is no problem !
