Digital Clock Settings - Time Zones

After the recent 5.14.4 upgrade the Digital Clock plasmoid stopped working as expected.
 
The plasmoid shows local time correctly (set to UTC), but additional time-zones aren't.
My locale is set to en_US.UTF-8.

Here's the output of $ timedatectl:

               Local time: Wed 2018-12-12 19:10:34 UTC

The current time shown in various custom time-zones in the plasmoid are in the year 2086! Attached is a screenshot that includes different zones.

is it just the popup that's wrong? in other words when you mousewheel that clock do the correct times appear in the panel for the other timezones?

No, the pop-up is just for demonstration. It's not showing correctly with the scrollwheel too

I've just discovered that it's not just the clock itself, but the entire widget. The calendar is also wrong (see image attached below)

I seem to recall that this was caused by a Qt issue. Is it still happening to you with Qt 5.14 or 5.15?
