OBSERVED RESULT
After selection of any installed app/addon with reviews - there is text 'Be the first to write a review!' (screenshot 1) and right away after it review section is loaded (screenshot 2)

EXPECTED RESULT
Display spinner be app/addon reviews section loads - without the text 'Be the first to write a review!'

Yeah, I've hit this too. It's sort of weird and jarring.
