STEPS TO REPRODUCE
1. Connect external display.
2. Open KScreen.
3. Disconnect external display.
4. Connect external display.
5. Look at KScreen displays placement.

OBSERVED RESULT
Displays are located side-by-side, before disconnect they were located one on top of other. Clicking on display in KScreen window rearranges display into previous correct position

EXPECTED RESULT
Refresh of displays in KScreen window after connection/disconnection of external display

If I understood the bug and as I see https://phabricator.kde.org/D18101 should mitigate the problem, although it doesn't seem to completely fix it.

Thank you for the bug report. Unfortunately we were not able to get to it yet. Can we ask you to please check if this is still an issue with Plasma 5.25 or 5.26?

If it is, please change the status to CONFIRMED when replying, and paste the output of `kscreen-doctor -o` when it's working properly, and then right after you make the bug happen. If not, or if you can't because you no longer use this setup, you can change the status to RESOLVED WORKSFORME. Thanks a lot!
