STEPS TO REPRODUCE
1. Set dim screen to 1 min in 'Energy Saving' KCM (for quick testing).
2. Set energy saving to 2 min in 'Energy Saving' KCM (for quick testing).
3. Wait for screen dim and/or energy saving timeout.
4. Invoke brightness change shortcut (Fn+F11/Fn+F12 on my system).

OBSERVED RESULT
Brightness level isn't changing, brightness OSD shows previous level of dimmed screen or lowest level of screen in energy saving mode.

EXPECTED RESULT
Brightness level is changing by brightness shortcut, OSD shows current state of brightness level
