SUMMARY
Add ability to create *text box* annotations. For example, this can be used to fill out a pdf document. At the moment the best okular can do is to add a yellow note box.

Preview on macos can do it. Libreoffice Draw as well.

Can it be that the new (Okular from Applications 18.12) typewriter annotation tool is what you want?

According to the comment by Tobias, the link mentioned ( https://community.kde.org/GSoC/2018/StatusReports/DileepSankhla ) is exactly what I mean.

This is the same one you kindly referenced Yuri.

So why not make it upstream?

It is already, and will be released with KDE Applications 18.12. If you want to try earlier you can build Okular master.
