STEPS TO REPRODUCE
1. open discover and install some flatpak
2. go to flathub.org and download the flatpakref file of the app installed in the previous step
3. open the flatpakref file with discover

OBSERVED RESULT
error message, see the screenshot please

I can't reproduce anymore.

Yeah, handling of local flatpakref files was improved quite a bit in 5.15.
