The issue applies only to the horizontal menubar plasmoid, but not to LIM. 

Immediately after first launch, the user is unable cascade the top-level menu items by hovering over them. You have to click on each top-level individually to open it. Furthermore, sometimes the menus don't close (open "Help", then click anywhere outside the menubar but the Help menu stay open). 

I have also observed crashes plasmashell, panel and latte dock after using this. 

After about five minutes and a bit of switching back and forth between various windows, the top menu of JeBrains begins to work normally. It seems like the plasmoid (unlike LIM) is too hasty in constructing the menu and may be constructing it incompletely.

This is probably related to the Libre Office bug, since the glitches follow the same pattern: Bug 401367

The sluggishness might have been a random glitch, but the failure to cascade on hover, inability to exit certain menus normally and crashes are reasonably consistent.  This is 100% a topmenu bug, because LIM works.
