SUMMARY
Windows binary package installer fails "Access to path is denied" using either system-wide installation or user-only installation options.

STEPS TO REPRODUCE

Happens on some systems apparently, yes :/

Will be part of the KDevelop 5.3.1 release.

Some people still have the same problem, apparently. I saw the same issue on kate, too.

KDevelop 5.3.1 had this problem on two Windows 7 computers. I tried restarting my system, no help. 

If I use Control Panel | Programs and Features to uninstall KDevelop, then the installation works OK. It couldn't handle a lock file that existed from the prior version of KDevelop, but after restarting the program, that error seemed to go away.
