Happens on some systems apparently, yes :/ Do you use Windows 7?

Should be fixed by: https://commits.kde.org/craft/e9e604fed2c86dbacdf6c41ac6eb37f060948d12 Will be part of the KDevelop 5.3.1 release.
Some people still have the same problem, apparently. I saw the same issue on kate, too.
KDevelop 5.3.1 had this problem on two Windows 7 computers. I tried restarting my system, no help. If I use Control Panel | Programs and Features to uninstall KDevelop, then the installation works OK. It couldn't handle a lock file that existed from the prior version of KDevelop, but after restarting the program, that error seemed to go away.
