I have been using kaffeine in Kubuntu and Neon to watch DVB-T tv, with success in successive Ubuntu versions - trusty, xenial, bionic and neon-16.04.
The tuner card reports as 'PHILIPS TDA10046H DVB-T'

Having recently installed Neon 18.04, kaffeine no longer recognises the existence of the tuner card - in fact the Start pane in kaffeine lacks the 
'Digital TV' box and the 'Television' menu entry.

STEPS TO REPRODUCE
1. Install Neon 18.04

2. Install kaffeine from the Neon repos.

3. Start up kaffeine

OBSERVED RESULT
No 'Digital TV' box on Start panel and no 'Television' on menu bar.

EXPECTED RESULT
'Digital TV' box on Start panel and 'Television' option on menu bar.

SOFTWARE VERSIONS
Kaffeine: 2.0.15
KDE Plasma Version: 5.14.3
KDE Frameworks Version: 5.51.0 
Qt Version: 5.11.2 (built against 5.11.1)

ADDITIONAL INFORMATION

The tuner card works fine with VLC in Neon-18.04, so the problem does seem to be in kaffeine or it's dependencies not used by VLC.

I can install the kaffeine versions from Neon 16.04, Kubuntu 18.04 or the 'cosmic' repos and digital tv works fine.

I have also tried kaffeine from the Neon development repos (both stable and unstable) and still have the 'no digital tv' problem.

An interesting (but possibly not relevant!) observation is that all the Neon 18.04 versions of the /usr/bin/kaffeine binary are around 35% the size of the Kubuntu and Neon 16.04 versions - has a significant chunk of functionality been left out?

This is not a Kaffeine issue. It is a packaging issue. Kaffeine's build environment allows to build it with and without Digital TV support. 

In order to be built with Digital TV, the v4l-utils development package should be installed, with libdvbv5 support.

If you're building it yourself, please install it. Otherwise, if you're running a package built by Neon distribution, you should file a bugzilla for them to add the optional dependency there.
