SUMMARY
When logging in, the Discover application quickly appears and then disappears.


STEPS TO REPRODUCE
1. Log in (without slowly fade in desktop)

OBSERVED RESULT
Discover application quickly appears and then disappears.

EXPECTED RESULT
To see just my desktop / wall paper.

This sounds very weird. Is it possible that it's a bug/artifact from your graphics card?

Which graphics card do you have?
X11 or Wayland?

I'm running KDE Neon using X11 with ATI Radeon HD 6870.
This has been my configuration for the last 12 months.

Wait! It's the Shutter application! Not Discover.
It took me a few times logging out and in, in order for me to be able to identify the application. I though I had previously recognized the Discover icon in the window.

I'll report the bug to the maintainer of Shutter. Sorry to have wasted your time.
