SUMMARY
I made a PSD file in Krita to work on later. The clipping layers didn't stay when I reopened it.

STEPS TO REPRODUCE
1. Make a file in Krita that involves alpha inheritance in various places
2. save the file as a PSD then close it
3. reopen it and the alpha inheritance layers are no longer bound

OBSERVED RESULT
The psd doesn't keep track of alpha inheritance/clipping layers

EXPECTED RESULT
The psd keeps track of alpha inheritance

No, Krita doesn't support clipping layers. That is not a bug, it's something where Krita just is not Photoshop. We also don't intend to implement support for clipping layers. Converting between alpha inheritance and clipping layers is quite tricky, and that's also not something anybody is currently intending to work on.
