In Chrome, Firefox, Visual Studio Code, Ctrl+Shift+PageUp/Down enables to reorder tabs. Would it be possible to add this same behavior to Dolphin?

This should be done universally, not just in Dolphin. Moving to KConfig.

Perhaps because that's where the action and shortcut would need to be implemented. Of course it would still be up to each individual KDE app to adopt them afterwards (A thing I probably didn't realize in 2018 when I wrote my last comment).
