SUMMARY
When khelpcenter is not installed clicking on the "Help" button on any kcm will just silently fail.

STEPS TO REPRODUCE
1. Remove khelpcenter (or don't install it in the first place)
2. Open "colors" kcm (for example)
3. Click on "Help" button on the bottom left.

OBSERVED RESULT
The button is displayed although the lack of khelpcenter

EXPECTED RESULT
The button should either be hidden or disabled.

Not exactly a duplicate, but both bugs are going to be fixed the same way.
