STEPS TO REPRODUCE
1. Start System Settings app.
2. Press Shift+Tab.
3. Press Return or Space to activate selected hamburger menu.

OBSERVED RESULT
Hamburger menu isn't activated (it's not dropdowns), pressing Up/Down arrows scrolls left sidebar - but doesn't selects any item in it

Operating System: KDE neon Developer Edition
KDE Plasma Version: 5.14.80
Qt Version: 5.11.2
KDE Frameworks Version: 5.52.0

On my system enter/return key does not open the menu, space key opens the menu and I can select its entries with up/down arrows.

Operating System: Arch Linux 
KDE Plasma Version: 5.14.2
Qt Version: 5.12.0

confirmed, pressing spaces opens the hamburger menu. Same QT/ Plasma version
