STEPS TO REPRODUCE
1. Open System Settings.
2. Press Tab key.

OBSERVED RESULT
Focus leaves the search field but not transfers to other items

EXPECTED RESULT
Focus leaves the search field and jumps to left sidebar view items

SOFTWARE VERSIONS
Operating System: KDE neon Developer Edition
KDE Plasma Version: 5.14.80
Qt Version: 5.11.2
KDE Frameworks Version: 5.52.0

ADDITIONAL INFORMATION
Reproducible when System Settings view is set to sidebar, not when in icon view

For me the focus moves to the right panel with "often used settings".
you are right, the cursor should move to the items.

Note that one way to fix this is to configure the view to be "tree view" using the Configure/Wrench button. After that the tab/focus order is better.
