Dock pops up when changing active/inactive window

SUMMARY
When a small sized window is the active window on screen the dock pops up and only hides again when that smaller window is not active anymore. It also does that when I restore the size of a maximized window to its previous (smaller) size.

STEPS TO REPRODUCE
1. Open a window maximized, docks hides after the set time
2. Restore size of window to previous size, dock pops up
3. Maximize window again, docks hides.
See attached video, sorry for bad quality.
