demonstration

STEPS TO REPRODUCE
1. enable both tranparency and blur effects
2. start Wayland session
3. open Dolphin, right click its title bar, mouseover the submenus

OBSERVED RESULT
blank submenus. Watch attached video please.

So disabling either of the two effects fixes it?

only blur is enabled: menu and submenus are blank
only transparency is enabled: only submenus are blank

Kvantum theme

This happens with Kvantum themes too, which normally work well on X11.

I can't reproduce with plasma 5.15 beta.
Apparently transparency effect is no longer applied to the context menu of the win deco.

I believe I fixed it.
